It is the distant future, not long after “The Change”. The government, using the private sector as it’s muscle, has accepted the responsibility of enforcing the ban on unauthorized use of super powers. Mutants and super human beings have been cast out of the ranks of mainstream society, and instead of protecting the populous, are now considered second class citizens, illegals, and unlawful renegades. Order of control is continually shoved at the public through means of a weekly government backed live webcast called “Reconditioning Hour”. Heroines are arrested on charges under the “Control Act”, their powers are inhibited, and their punishment is broadcast live. They are then stripped of their powers entirely, using technology originally developed by Dr. Creighton Spawn. The broadcast is a constant reminder of who’s in control, and who restored order after the chaos that ensued just after Spawn’s disappearance 20 some years ago. People live in constant fear. Fear of their government, fear of super powers, and even more fear of fighting back. Kerry Sterns, a strong young heroine known as Imperia, is captured while using her super strength to stop a robbery. While her intentions are pure, the government wants to make an example of her unlawful use of powers. She is taken to one of the Agency reconditioning facilities…
